- In a large Dutch oven or soup pot, bone-in chicken thighs, garlic, bay leaves, and salt. Bring to a boil, cover, reduce heat to a low simmer and continue cooking for 1 1/2 to 2 hours until the meat is tender.
- Skim off and discard any foam floating at the top of the pot as well as the bay leaves and garlic cloves. Transfer the cooked chicken to a medium bowl and set aside to cool slightly.
- Bring soup to a boil, reduce heat to a low simmer and continue cooking for 15 minutes until all the vegetables are tender and cooked through.

- Place the tomatoes on a hot skillet to roast. This step will take about 8-10 minutes. Make sure you turn the tomatoes every few minutes to achieve an even roasting.
- While the tomatoes are roasting, peel the potatoes and cut them into sticks that are 2 inches long and about 3/8 of an inch thick (don’t worry about being exact with the dimensions). After you’ve cut the potatoes, set them aside.
- Place the roasted tomatoes in your blender along with the small garlic clove, then add 1½ cups of water. Process until you have a smooth sauce.
- Heat the oil in a large saucepan at medium heat. Finely chop the onion and add it to the hot oil. Sauté the onion for about 2 minutes until it starts to look transparent.

- Heat oil in a large stock pot over medium heat. Add onion and season with salt and pepper. Cook, stirring occasionally for 3-4 minutes.
- Add jalapeños, garlic, and potatoes and season again with salt and pepper. Cook until vegetables are starting to soften, about 4 minutes more.
- Add tomatoes, milk, and stock and bring to a simmer, stirring occasionally. Cover and simmer over low heat until potatoes are tender, about 20 minutes.
- Taste and season with salt as needed. Add cheese and stir to combine. Let sit a minute or two then ladle into bowls and serve with tortilla chips.
